That’s the impact of the National TOMs – an LGA-endorsed framework used to measure and report on social value across 3,000 projects in the UK.

Setting the social value standard

The National TOMs framework is widely recognised as the best standard for measuring and reporting on social value. 

It’s used by organisations in central and local governments, education, health, housing, blue light services, industry bodies, businesses and third sector organisations. It works for buyers and suppliers at every stage of the procurement life cycle – from commissioning, to bidding, business improvement, and managing contracts.

How it works

The National TOMs Framework started as a solution for the Social Value Act and has evolved into a social value measurement standard across the UK. Its flexible yet robust structure allows it to be adapted to meet people’s needs.

So far, over 120 organisations have helped us to develop over 100 social value measures for the TOMs.

Measures include supporting young people into work, opportunities for disadvantaged people, improving staff health and wellbeing, ethical procurement, social value in supply chains, supporting community projects, and reducing carbon emissions.

To maximise impact,  we have developed financial proxy values so organisations can measure the value delivered and quantify the wider value created for society. For every £1 generated, leaders will be able to quantify in pounds the wider value created for society.

Social Value in Wales

We also created a National TOMs for Wales – with criteria directly linked to government policy in the form of the Wellbeing of Future Generations Act. This model covers seven goals, with 35 measures and is a ‘social manifesto’ to rebuild communities. 

The National TOMs framework is the way to set standards for social value.
