In response, Social Value Portal partnered with the Institute of Workplace and Facilities Management (IWFM) and the National Social Value Taskforce to create a framework tailored for FM.
The system is underpinned by the National TOMs – Themes, Outcomes and Measures – a standardised, open source framework used by hundreds of businesses to measure, maximise and report on social value consistently. It’s endorsed by the Local Government Association and aligned with UN Sustainable Development Goals.

- Crime and social problems – reduce crime and homelessness
- Environment – Policies and continuous monitoring on air quality regulations
- Resource efficiency – Promotion of circular economy solutions. Reusable packaging replaces single-use plastic, waste audited and diverted from landfill/incineration.
