What's new in 2022?

Each year, we review our National TOMs. We make sure all data is up-to-date, the framework works best for our users and that the Themes, Measures and Outcomes continue to reflect organisations’ needs. This year, our updates have three key focuses; simplicity, environment and relevancy.

Keep it simple

We’ve heard that using the National TOMs can sometimes be overwhelming . There are over 300 different Themes, Outcomes and Measures, and sometimes it can be hard to navigate your starting point.

We’ve made efforts to simplify your journey by now offering two official get-started sets of measures for organisations to use.

Clients with us can now get started straight away with the core set of 40 recommended measures. And if you’re using the TOMs on smaller projects or tenders with smaller or voluntary organisations involved, you can now use our light set of just 18 measures.

We want to help you do more to negate your environmental impact. That’s why we’ve completely overhauled our Environment Theme to help you respond to the climate crisis quicker and more effectively.

We’ve introduced tools and support to help you calculator your carbon baselines and savings and have included a new Greenhouse Gas Calculator to help you record this accurately.

Staying relevant

From your hiring policy to assessing supply chains, we’ve enhanced measuring and reporting to ensure you use the National TOMs to suit your needs.

We’ve added some new measures around employment and upskilling and enhanced some of the measures to make it easier to recognise your own and your supply chain’s social value creation.

We now offer better clarity on capturing supply chain contributions through our respected framework which now ensures better transparency and attribution.

We’ve also given some further guidance on additionality and what that means in social value reporting.

And of course, this is all underpinned by up-to-date ONS data, ensuring your measurements are relevant to today.

What does the National TOMs Framework do?

The National TOMs is the market-leading measurement framework widely used by organisations in the private and public sector. The framework is designed to support embedding social value into business processes through procurement, management or strategy. 

The framework gives organisations and communities alike the opportunity to measure social value consistently and to the same standard. 

“TOMs” stands for: 

  • Themes: These are visionary social value areas for an organisation to look at. 
  • Outcomes: These are the positive changes within communities an organisation wants to see. 
  • Measures: These are quantifiable actions that organisations can take to deliver outcomes. 

How does this update benefit my organisation?

We’ve listened to feedback from users of the framework and wider community interest to make the framework better and simpler to use. We’ve heard that using the National TOMs can sometimes be overwhelming. There are over 300 different Themes, Outcomes and Measures, and sometimes it can be hard to navigate your starting point. 

In the 2022 update, we’ve made efforts to simplify your journey by now offering two official get-started sets of measures for organisations to use. We’ve heard that users need to easily track progress on reducing carbon emissions and calculate baselines and savings. Our complete revamp of the Environment Theme will give organisations more options with easier ways to capture and measure the social value you are already creating. 

We’ve also added a number of resources to make it easier to navigate your way around the framework. 

How is this different to anything else in the market?

The National TOMs is the only fully transparent social value measurement framework overseen by an independent body in the UK (the National Social Value Taskforce).  

It is the market-leading standard and comes with a wealth of supporting tools and guidance. In addition, our customers of the Portal also have access to the expertise of our advisors to give them the best advice on what to use and when. 

How easy are they to use?

We’ve worked really hard to make the National TOMs simple to use – why not try it out by capturing the good you already do, and see how the framework can help you display this in a tangible and consistent way.

Why should I use the National TOMs to report on environmental activities?

The National TOMs is for reporting your added value – where you go above and beyond business as usual.  

In the fight against climate change organisations need to show how they are going above and beyond in a way that is easy to understand and fits with their wider social purpose. The National TOMs is well suited for this. 

Why do you update the National TOMs annually?  

The National TOMs Framework is updated periodically. We do this to:  

  • Respond to feedback from users at different levels of maturity of the TOMs framework  
  • Reflect changes in social value best practice and the evolving landscape of social value maturity 
  • Update financial proxy values to reflect updates from statistical data like ONS to better reflect changes in societal needs 

What’s not changing?

Our Themes and Outcomes remain unchanged, so the fundamental basis of the framework is still the same. 

When can I access the updated National TOMs? 

You can access them right now from June 2022.
