Social value is an integral part of public sector procurement and contract management, and many public sector organisations now routinely ask bidders to set out and commit to providing social value benefits if they are successful in winning tenders submitted.
To ensure these benefits are realised requires good contract management; public sector organisations however, typically find it difficult to commit the resources necessary to contract manage effectively and the need to additionally manage social value offers adds to these issues.
